ALT University celebrates 31st anniversary of creation of Military Movement Control Agencies of the Armed Forces of the Republic of Kazakhstan!
On April 3, 2025, a solemn event dedicated to the 31st anniversary of the establishment of the Military Movement Control Agencies of the Armed Forces of the Republic of Kazakhstan was held at the military department of the ALT University named after Mukhamedzhan Tynyshpayev.
From the first days of the existence of the Armed Forces of the Republic of Kazakhstan, it became clear that victory in battle is impossible without a clear and uninterrupted operation of transport systems. It is the Military Movement Control Agencies authorities that ensure the reliable movement of troops, their supply and prompt response to any challenges. In this regard, on April 5, 1994, the Cabinet of Ministers of Kazakhstan approved the “Charter of military railway, sea, river and air transportation”, which laid the legal foundations for the activities of these structures. And in 2023, almost three decades later, by order of the Minister of Defense of the Republic of Kazakhstan, a professional holiday was established for specialists of Military Movement Control (VOSO) Agencies – the day of recognition of their strategic role in the national defense system.
Today, the Main VOSO Directorate of the Office of the Chief of the Rear of the Armed Forces of the Republic of Kazakhstan is a key element of military logistics, ensuring timely military transportation by land, water and air, thereby maintaining the combat readiness of the Armed Forces.
The VOSO is not just a military transportation service, but a strategically important structure on which the country’s security depends. At the same time, modern realities require its modernization, infrastructure development and the introduction of new technologies, and the training of qualified specialists.
And here a special role is assigned to the basic educational institution for the training of specialists in the organization and operation of railway transport – the ALT University named after Mukhamedzhan Tynyshpayev.
In this regard, on May 25, 2022, the Ministry of Defense decided to create a military department at the educational institution and organize the training of reserve officers in the military accounting specialty “Organization of VOSO and military transportation by rail, water and air.”
The military department was headed by Ernazar Khamidullovich Ishanov, a veteran of combat operations in Afghanistan, Master of Pedagogical Sciences, Colonel of the reserve.
The solemn event was attended by:
- Vice-Rector for Corporate and Social Development Andrey Ivanov, Candidate of Technical Sciences, Associate Professor;
- Head of the Military Department of the University, Colonel of the reserve Ishanov Ernazar Hamiddulovich;
- Head of the Department of “Transport Services and Business” Musalieva Rosa Jalilovna, Associate Professor, Candidate of Technical Sciences;
- Professor, Candidate of Technical Sciences Asylbek Ermakhanovich Toylybaev, a veteran of military operations in Afghanistan;
- Professor, Doctor of Technical Sciences Solonenko Vladimir Gelevich.
Officers of the Main VOSO Directorate:
- Lieutenant Colonel Kuanysh Tokeshevich Karabekov – Head of the Railway Transportation Department of the Main VOSO Directorate of the Chief of the Rear of the Armed Forces of the Republic of Kazakhstan;
- Major Berikkulov Kuangali Kadirkulovich – Head of the Almaty VOSO Department;
- Lieutenant Colonel Davletov Zhandos Bakhitbekovich is the military commander of the Commandant’s VOSO Office at Almaty International Airport.
Veterans of VOSO agencies:
- Reserve Colonel Nikolai Evgenievich Baranov – Deputy Head of the Eastern VOSO Directorate of the on the Railways of the Republic of Kazakhstan.
- Reserve Colonel Ruslan Anvarovich Kusmuldin – Assistant to the Head of the Eastern VOSO Department on the Railways of the Republic of Kazakhstan. These officers made a worthy contribution to the development of the VOSO system, are a vivid example of loyalty to military duty, patriotism and professionalism.
During the event, there was a substantive discussion about the importance of the VOSO service, its readiness for any modern challenges, and the prospects for its development.
Professor Asylbek Ermakhanovich Toylybaev emphasized that the knowledge acquired by students in a specialized educational institution should be supported not only by theoretical knowledge and practical skills acquired at the University, but also by moral fortitude, respect for the history and traditions of the service.
The head of the military department, Colonel Yernazar Ishanov, revealing the role of the military department in the training of reserve officers in the military accounting specialty “Organization of VOSO and military transportation by rail, water and air”, emphasized that the VOSO service of Kazakhstan plays a strategic role in ensuring the country’s defense capability, especially given its geographical location and the size of the territory. Its continuous improvement remains an important area of military reform. In this regard, there is an urgent need to implement innovative approaches through the introduction of new specializations: “Digital logistics of military transportation” and “Crisis management of transport systems”, which will solve the priority tasks of technological modernization of military communications in the Armed Forces of the Republic of Kazakhstan. These include, first of all, the use of digital platforms for managing military transportation, the introduction of an automated system for recording transport resources during the crisis period, the use of UAVs to monitor transport routes and military transportation, and the introduction of smart train technology with sensors for monitoring the movement of military cargo.
Therefore, the training of reserve officers should be based not only on the knowledge gained at the military department, but also on the basic knowledge gained at a specialized educational institution.
In his speech, Lieutenant Colonel Kuanysh Karabekov, Head of the Railway Transportation Department of the Main VOSO Directorate of the Armed Forces of the Republic of Kazakhstan, noted that the VOSO service of the Republic of Kazakhstan is a key element of the national security transportation system. It ensures the strategic mobility of troops and effective logistics in the interests of the state’s defense capability. And its development in the next decade will be focused on creating highly mobile, technologically advanced and integrated into international transport infrastructure systems. The implementation of these plans will allow our country to significantly strengthen its defense capability and occupy a key position in the military transportation system in the Central Asian region.
“Serving in VOSO agencies is not only a profession, but also a way of life. You will have to bear this responsibility, ensuring the reliability and continuity of military transportation. May every day be dedicated to the defense of the Motherland!” said Lieutenant Colonel Kuanysh Karabekov.
The solemn event became an important stage in the formation of future officers of the VOSO service understanding of their role and importance in ensuring the security of the Republic of Kazakhstan.
