The draft of the new Constitution of the Republic of Kazakhstan demonstrates a systemic and strategic approach to renewing the country’s constitutional foundations. The reforms are a response to globalization, digital transformation, and shifts in the socio-economic and political landscape. Over the years of independence, the country has undergone a complex process of state formation, and today the key task is to strengthen sovereignty and territorial integrity, while expanding citizen participation in the governance of public processes.
The new Constitution significantly strengthens the emphasis on human capital development: education, science, and innovation are закрепed as long-term state priorities that determine the country’s competitiveness in the global arena.
The constitutional recognition of freedom of scientific, technical, and artistic creativity establishes legal guarantees for the introduction of new technologies, the advancement of applied research, and the formation of a comprehensive innovation ecosystem.
The state expands its social obligations in the areas of education, healthcare, and social support. Education is regarded as a fundamental right and a strategic responsibility of the state. The Constitution guarantees free secondary education and creates conditions for access to free higher education.
An important outcome of the reform is the formation of a new political culture — a culture of participation, responsibility, and respect for the rule of law. In the context of global challenges, the Constitution must remain a solid foundation for national development.
The effectiveness of constitutional reforms is determined not only by the quality of amendments, but also by their practical implementation. A constitution truly begins to function when its norms become part of legal awareness and everyday social practice.
Taken as a whole, the draft of the new Constitution of the Republic of Kazakhstan establishes an integrated framework for modernization, in which knowledge, innovative thinking, and respect for human rights become the core values of the country’s sustainable future.
