RESOLUTION
on the results of  International scientific and practical conference “Transport potential of Kazakhstan: origins and prospects”, which held on September 29, 2021,  within the framework of celebration of the 30th anniversary of Kazakhstan’s Independence and  dedicated to the 80th Anniversary of the honorary railroad worker, First Minister of Transport of the Republic of Kazakhstan, statesman N.K. Isingarin

 

More than 125 people participated in the conference in offline and online formats. 62 reports were delivered at the plenary session. The Deputy Prime Minister of the Republic of Kazakhstan, the leadership of Ministry of Industry and development of Infrastructure of the Republic of Kazakhstan, heads of the administration of Almaty and Karaganda regions participated in the conference.

Among the invited participants were public and business representatives  from Russian and Chinese railroad, transport  media of Russia, Ukrvneshtrans Association, CIS  Council on Coordination and Transport, Eurasian Economic Commission (EEC), Supervisory Board of National  Freight Forwarders of the Republic of Kazakhstan”, Association  “Transport and logistics partnership in Central Asia”, Association for Protection of Consumer’s  rights, JSC “National Company “Kazakhstan Temir Zholy”, LLP “KTZ-cargo transportation”, LLP “Azurite Railway Solutions”, LLP “KAMKOR wagon”, Subcommittee on transport  and  logistics “Atameken”.

Representatives of scientific and educational institutions as the National Academy of Sciences of the Republic of Kazakhstan, Academy of Logistics and Transport took an active part in conference work.

The wide coverage of professional spectrum and geography of participants confirms the actuality of the conference topic and issues considered within it. The conference was organized by Kazakhstan’s Transport Union workers “Kazlogistics”, Republic of Kazakhstan industry’s media association and Academy of Logistics and Transport.

The main topic of the conference is dedicated to the 30th Anniversary of Kazakhstan’s Independence and contribution of N.K. Isingarin in the creation of the institutional bases for functioning country’s transport and logistics industry in the period of market transformation. During the conference, many congratulatory speeches and warm words were wished to the celebrant.

The work of the conference was organized in three sessions. At the first session “Development of transit corridors through Kazakhstan in the conditions of increasing competition of trans-Eurasian transport routes” trends for containerization of  railway industry, problems  of transport modernization  and logistics infrastructure as well as  vital problems of international cooperation and improvement  of international crossing points and border stations work were discussed.

At the second session “Digitalization as the main factor in improving the efficiency of railway transport functioning”, the topics of digital transformation of JSC NC “KTZ” were touched upon. Problems  of implementation of Supply Chain Management technologies in the logistics industry of Kazakhstan, the use of unified electronic documents in multimodal logistics solutions and digital standards in the management of rolling stock fleet were considered.

At the third session “Innovative solutions of modern logistics and transport”, the conference delegates participated in the work of three sections:

Section I: Logistics and management of transport systems

Section II: Current issues of digitalization in the transport industry

Section III: Transport Engineering.

The reports presented at the plenary session aroused great interest.

In discussions  at  the first and second sessions, Chairman of the Commission for organization of railway cooperation on Cargo Transportation Z.A. Aspayeva, Deputy General Director of KTZ-Cargo Transportation LLP K.K. Kobesov, Chairman of the Supervisory Board of Association of National Freight Forwarders of the Republic of Kazakhstan I.P.Segal, General Secretary of Trans-Caspian international transport route G.S. Abdikerimov, Chairman of the Subcommittee on Transport Logistics “Atameken” E.S. Iskaliev, President-Rector of the Academy of Logistics and Transport S.N. Amirgalieva, President of the Association “UKrvneshtrans” O.I. Platonov, Chairman of the scientific and expert council of the Research Institute of Transport and Communication E.T. Kaplan, Deputy of General Director of  Kazakhstan CILT E.O. Mukhaev, JSC “NC “KTZ” Deputy of Central Directorate of Automation and Digitalization D.R. Kadyrov participated.

62 scientific reports were received from the researchers. The scale and actuality of problems of transport industry development were fully reflected in the reports of the third session, which aroused the interest of conference participants. In the section “Logistics and management of transport systems”, the following reports were noted: A.T. Esengeldi, L.V. Vakhitova on the topic “Features and prospects for the development of container terminals in Kazakhstan” and the report of L.V. Vakhitova, K.T. Aldanazarov, K.E. Isaev “Technical support of multimodal transportation”.

In the section “Current issues of digitalization in the transport industry”, the most interesting speeches were recognized of the following authors B. Ongar, A.K. Kojabergenov on the topic: “Gasification and combustion of  gas generator”, as well as V.A. Shultz, A.B. Beisenbekov, L.T. Tasbolatov on the topic “Stages of development and implementation of a microprocessor system of dispatching centralization (ASDC) of domestic production on the railway network of Kazakhstan”. In the section “Transport Engineering” the reports of N.M. Makhmetova, I.S. Bondar, M.Y. Kvashnin  “Assessment of the stress state of the metal form of the railway bridge”,  Zh.S. Musaev, I. K. Zulpykharova’s report   “Technical and technological support for the transportation of perishable goods by rail” and G.K. Ashirbayev, K.Zh.Kalieva, I.A. Ashirbayeva, A.M. Elshibekov, N.R. Zhakupov’s report  “Issues of  application of electrodynamic braking for electric traction” were recognized  and caused great interest”.

Based on the results of the conference, it is proposed to make the following decisions:

  1. To recognize the relevance of the topic and issues on the development of transport industry stated at the conference.
  2. To recognize that the results of the conference work can be applied in the fields of mechanical engineering, education, logistics, transport, automation of control systems, transport construction, etc.
  3. To activate and prioritize the introduction of digitalization in the sphere of education in training and retraining personnel and obtaining appropriate competencies on the basis of Academy of Logistics and Transport.
  4. To consider   exchange of experience in conducting research and practical developments was fruitful, as well as implementation of the obtained results in the field of logistics and transport into the methodology of scientific and educational work.
  5. To publish the conference materials and its program in the form of collection on the website of the Academy of Logistics and Transport.
  6. To express deep appreciation and express gratitude to the Heads of organizations and their subdivisions who delegated their representatives to participate in the conference.
