Head of the Department of Civil Engineering, PhD, Associate Professor
Today, October 28, 2026, I examined the core principles outlined in the State-of-the-Nation Address delivered by Kassym-Jomart Tokayev, President of the Republic of Kazakhstan. As a specialist in materials science and civil engineering, the directives for large-scale infrastructure expansion and construction sector development held paramount importance for my field. I consider it essential that construction is designated as a critical driver of regional revitalization, national economic growth, and elevated public living standards.
Large-scale construction must transcend merely multiplying the number of erected facilities—it must deliver a qualitative overhaul of national infrastructure. Throughout structural design and construction, explicit priority must be given to structural safety, durability, energy efficiency, environmental sustainability, and advanced technological integration. Maintaining rigorous quality control across every milestone—from architectural design and building materials manufacturing to actual construction and facility lifecycle management—remains essential.
As an educator and researcher, I place key emphasis on developing domestic building science and manufacturing. Surging construction volumes must serve as a catalyst for deploying innovative construction materials and techniques, upgrading modern testing laboratories, advancing applied research, and fostering tighter integration between technical universities and real-sector enterprises.
Preparing next-generation engineering talent carries strategic weight. The modern construction industry demands professionals who blend fundamental engineering expertise with practical field execution, mastering BIM technology, digital modeling, diagnostic frameworks, and advanced material testing standards.
I am convinced that the upcoming era of nationwide construction presents profound opportunities to advance domestic science, higher engineering education, and industrial capacity. The imperative is not simply to build more, but to build with superior quality, modern standards, and a steadfast commitment to Kazakhstan’s long-term prosperity.
