By the decision of the Board of Trustees of the Public Foundation “Kazakhstan Halkyna” dated June 2, 2025, amendments and additions were made to the charity program “Educational Grants of the Public Foundation “Kazakhstan Halkyna”.

In 2025-2026, the Foundation provides educational grants to applicants from socially vulnerable groups of the population, the number of which is determined by the decision of the Board of the Foundation and is formed based on the available amount of funding.

The provision of the Grant assumes:

1) gratuitous payment for higher education with the award of a bachelor’s degree for the entire period of full-time study;

2) payment of a scholarship – a monthly amount of money provided to a student to partially cover the costs of food, accommodation and the purchase of educational literature for 10 months (annually), with the exception of the summer holidays.

The size of the Grant per student is determined depending on the field of study and the specifics of the higher and postgraduate education organizations (hereinafter referred to as HPE), but should not exceed 1 million tenge. The scholarship amount is 40 thousand tenge per month.

A person with higher education, as well as a person who has been awarded a state educational grant to pay for higher education with the award of a bachelor’s degree at the expense of the republican or local budget, is not allowed to receive the Grant. for a second higher education and online learning.

Criteria for the selection of participants and partners of the Program

Applicants for the Grant can be citizens of the Republic of Kazakhstan:

1) from low-income families in rural areas, small and single-industry towns;

2) orphans, or children left without parental care until adulthood;

3) persons with disabilities;

4) persons from families raising children with disabilities (children under 18 years of age);

5) children of citizens of the Republic of Kazakhstan who died during the tragic events of January 2022;

6) children injured during the tragic events of January 2022.

The maximum age for participation in the Program is 29 years inclusive.

The educational grant is personal and non-transferable, and is provided once.

Grants are provided annually to applicants exclusively for full-time education (online education is not allowed) in higher and postgraduate education organizations (hereinafter referred to as OHPE), included in the list of higher education organizations in which the state educational order for the training of personnel with higher education is placed, as well as in branches of foreign higher educational institutions.

The grant is terminated in cases of student expulsion at their own request, due to academic failure, if the student is left for a repeat year of study, as well as in the event of submission of false information and/or false documents confirming the Grant holder’s affiliation with the Program participants, including when information is revealed about the presence of a certificate of an awarded state educational grant for payment of higher education with the award of a bachelor’s degree at the expense of the republican or local budget.

In the new version of the Program, transfer to another Educational Program and to another OVPO is not provided for.

Educational grants are provided for full-time bachelor’s degree programs in OVPOs included in the list of higher education organizations in which the state educational order for the training of personnel with higher education is placed.

The list of OVPOs participating in the implementation of the Program and the number of grants distributed by OVPO are determined by the decision of the Board of the Foundation. The list of OVPO and the number of grants for OVPO will be posted on the Foundation’s website by August 1, 2025.

The list of candidates for the Grant is formed by the OVPO/Branch from among applicants who have passed the UNT (except for the Branch) in the current calendar year and scored the required passing score for admission to the OVPO (including taking into account creative exams), and is drawn up as the minutes of the meeting of the competition committee of the OVPO or Branch with the following documents attached:

1) application form confirming the candidate for the educational grant of the public foundation “Kazakhstan Halkyna”;

2) letter of consent of the candidate for the educational grant of the public foundation “Kazakhstan Halkyna”;

3) documents confirming the candidate’s belonging to the category of participant of the charitable program “Educational grants of the public foundation “Kazakhstan Halkyna”;

4) a copy of the order on the creation of the competition committee of the OVPO/Branch.
