Kazakhstan is a regional leader in AI readiness.
In 2025, Kazakhstan ranked 60th out of 195 countries in the Government AI Readiness Index, an international ranking of AI readiness at the government level.
This is the best result among Central Asian countries, demonstrating the government’s serious efforts to digitalize and implement AI in public administration and the economy.
The Law on Artificial Intelligence was officially adopted in November 2025 and will come into force in January 2026. It introduces a legal classification of AI systems by risk level and establishes principles of security, transparency, and accountability.
Kazakhstan has developed an AI Development Concept for 2024–2029 and is working to transform it into a full-fledged National AI Strategy. A State Committee on AI and Innovation has been established to coordinate policy and development in the sector.
The National AI Platform is already operational: it integrates data, computing power, and services, supports the development and use of AI solutions within the country, and ensures data security.
A national supercomputer and cloud resources have been launched, providing the capacity to train and operate AI models.
Education and Human Resources
AI educational programs are being actively implemented in the country: projects like AI-Sana, AI-People, and others are aimed at training a wide range of people, including schoolchildren, students, and IT specialists.
The plan is to train millions of citizens in AI by 2029, including training specialists, creating AI startups, and developing research projects.
In an era of such AI development, we must also keep up. There was an emphasis on the appropriate use of AI in education.
