Today, 28 October 2026, I familiarised myself with the key priorities outlined in the Address of the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, to the people of Kazakhstan. I paid particular attention to the issues of digitalisation, artificial intelligence development and the establishment of modern telecommunications infrastructure.
I believe that sustainable development of the digital economy is impossible without reliable, high-speed and secure communication networks. Today, telecommunications are not merely a separate industry but the technological foundation of public administration, industry, transport, education, healthcare and business. Therefore, the development of digital infrastructure should be assessed primarily in terms of its accessibility, quality and tangible benefits for the population.
Kazakhstan is consistently expanding its data transmission and processing infrastructure, introducing modern mobile and satellite technologies and developing next-generation communication networks. The continued deployment of 5G technologies, expansion of fibre-optic communication lines, development of satellite internet and provision of reliable connectivity to remote communities are particularly important. These areas contribute to reducing the digital divide and creating new opportunities for the socioeconomic development of the regions.
Modern telecommunications technologies are strategically important for the transport industry. Reliable communication networks are essential for the digitalisation of railway transport, implementation of intelligent traffic management systems, infrastructure monitoring, information security and the development of unmanned and automated train operations. Such solutions make it possible to improve transportation safety, management efficiency and the quality of passenger services.
Particular attention must be paid to cybersecurity and the protection of telecommunications infrastructure. As digital services expand, the requirements for communication network resilience, data security and the protection of critical facilities continue to increase. Therefore, the introduction of new technologies must be accompanied by the development of domestic solutions, modern security standards and the training of qualified specialists.
As a representative of higher education, I believe it is important to ensure close cooperation between science, education and industry. Universities should train specialists who are capable of designing and operating modern communication networks and working with 5G and 6G technologies, satellite systems, the Internet of Things, artificial intelligence and software-defined networks. Practice-oriented education, modern laboratories, dual education programmes and joint projects with leading telecommunications companies are of particular importance.
I am convinced that genuine digital transformation begins with accessible and high-quality connectivity. Digitalisation produces tangible results when residents of cities and remote regions have equal access to educational, medical and public services, when enterprises effectively use digital solutions and when transport infrastructure becomes safer and more technologically advanced.
The future of Digital Kazakhstan depends not only on the number of technologies introduced but also on the reliability of its telecommunications infrastructure, the quality of specialist training and the ability of the scientific community to create in-demand domestic solutions. A strong Kazakhstan is a country with modern communications, secure digital systems, highly qualified professionals and equal technological opportunities for every citizen.
