On July 1, the new Constitution came into force in Kazakhstan, charting fresh milestones for the evolution of our state and society. I extend my heartfelt congratulations to all citizens of Kazakhstan on this pivotal, historic occasion. The renewed Supreme Law reflects our nation’s resolve to build a just, powerful, and progressive state that places the individual, their fundamental rights, development opportunities, and contributions to the country’s future at the very center of national priorities.

Today, the global landscape is shifting at an unprecedented pace. Emerging technologies, digitalization, and artificial intelligence are radically altering the labor market and shifting professional benchmarks. In this reality, education, science, and human capital development take on an increasingly vital role. Enlightened, proactive, and accountable citizens represent the primary engine driving national progress and sustainable development.

Simultaneously, education encompasses a profound foundational and civic mission that extends far beyond professional instruction. Universities shape the worldview of the younger generation, instilling a deep respect for the rule of law, work ethic, and knowledge, while consolidating a sense of civic duty and patriotism. Patriotism, integrity, reverence for national values, social cohesion, and our historical heritage remain the ultimate guiding principles in nurturing the next generation of Kazakhstani citizens.

The new Constitution underscores a clear realization: the sustainable advancement of our nation is inherently unattainable without premium education, robust scientific research, and an agile workforce training infrastructure. For academic institutions, this signals both a profound responsibility and a catalyst for new opportunities. Higher education establishments must cultivate specialists capable of thriving within a rapidly evolving economy, pioneering innovation, driving national development, and expanding the country’s intellectual capacity.
