The draft of the new Constitution of the Republic of Kazakhstan solidifies the transition to a development model based on education, science, culture, and innovation as the primary sources for the country’s sustainable future. The state identifies a strategic choice in favor of human capital and the intellectual potential of its citizens.

The document emphasizes that Kazakhstan’s competitiveness and progress are determined by the contributions of its citizens—through knowledge, scientific achievements, and the creative energy of society. For the first time at the level of the Fundamental Law, it is established that the quality of education, the strength of science, and the cultural environment are the top priorities for national development.

The Constitution establishes the legal framework for the freedom of scientific, research, and artistic activities, strengthens the protection of intellectual property, and creates conditions for the growth of innovation and creative industries.

The education system is regarded as a key institution for development. The document reaffirms that primary and secondary education are compulsory and accessible, ensures the right to higher education on a competitive basis, and maintains the secular nature of the educational environment, providing academic freedom and equal access to knowledge.

In the new edition of the Constitution, culture is understood not only as heritage but as an active resource for the modernization of society. Citizens bear the responsibility for preserving historical and cultural values, while the state commits to creating conditions for their protection and enrichment.
