Collegial bodies
The Academic Council (AC) of the Joint-Stock Company «ALT Mukhamedzhan Tynyshpaev University» (JSC «ALT University») is an elected representative body that carries out the general management of the ALT University. The Academic Council independently resolves issues related to its jurisdiction in accordance with the current legislation of the Republic of Kazakhstan.
Chairman of the AC is Chairman of the Board-Rector of JSC «ALT University» Zharmagambetova Meruert Sovetovna, Candidate of Technical Sciences, Professor.
Deputy Chairman of the AC is Vice-Rector for Academic Affairs of JSC «ALT University» Abdreshov Shamil Askarovich, PhD.
Chief Scientific Secretary of the AC is Associate Professor Vakhitova Lilia Vladimirovna, Candidate of Technical Sciences.
The composition of the AC is approved by the Chairman of the Board-Rector of JSC «ALT University».
The main purpose of the AC is the systematic introduction and improvement of progressive educational, scientific, information, computer and communication technologies and tools that develop innovative (information, computer, ideological, integrative, communicative, activity) competencies of teachers and students.
Functions of the AC:
- Approval of the ALT University‘s structure;
- Amendments and additions to the Charter of the ALT University;
- Creation, reorganization and liquidation of educational and scientific departments of the ALT University (laboratories, departments, institutes and others);
- Defining the ALT University‘s concept and development strategy;
- Decision-making on all fundamental issues of the organization of educational, research and economic activities of the ALT University;
- Listening to the annual reports of the President-Rector, Vice-rectors, heads of structural divisions and on the forms and methods of conducting educational, research, educational, financial, economic, informational and international activities;
- Approval of curricula and educational programs, academic calendar, etc.;
- Review and recommendation for the publication of textbooks, manuals, monographs and educational and methodological developments;
- Making a decision on transferring students from a paid department to an educational grant and to study in the form of an external course;
- Discussion of the results of the current monitoring of academic performance, intermediate and final certification of students;
- Approval of topics and scientific supervisors/consultants of undergraduates and doctoral students on dissertation research;
- Organization of control over the financial and economic activities of the ALT University;
- Determination of the procedure for using extra-budgetary funds, as well as directions for reinvesting income received by the ALT University through the provision of paid educational services and the sale of manufactured products;
- Approval and awarding of academic and honorary titles, personal scholarships and prizes;
- Consideration of issues on the presentation of academy staff, creative teams to government awards and honorary titles.
The Rectorate of «Mukhametzhan Tynyshpaev ALT University» Joint Stock company («АLT University», JSC) is an operational and advisory collegial body that resolves strategic and operational issues related to the management of «ALT University» JSC.
The Rectorate carries out work in accordance with the Plan, which is drawn up and approved by the President-Rector for each academic year.
The Rectorate consists of the President-Rector, vice-rectors and heads of structural divisions of «АLT University», JSC. The composition of the Rectorate is approved by order of the President-Rector. Chairman of the Rectorate – President-Rector of «АLT University», JSC.
Tasks of the Rectorate
- planning and organization of the educational process, research work, educational work, international cooperation, interaction with society and the business community;
- consideration of issues related to the implementation of current work plans of «АLT University», JSC structural division;
- organization of execution of decisions of the Academic Council of «АLT University» JSC orders, instructions and instructions of the President-Rector.

The Educational and Methodological Council (EMC) is a collegial body formed in order to coordinate educational and methodological work “Mukhametzhan Tynyshbaev ALT University”, Join stock company («ALT University» JSC).
The Chairman of the EMC is the Vice-Rector for Academic Affairs
Deputy Chairman of the EMC – Director of the Department of Academic Policy and Quality (DAPQ).
The structure of the EMC is approved by the President-Rector of the «ALT University» JSC.
The main tasks of the EMC
- coordination of the activities of the structural units of the «ALT University» JSC;
- aimed at the effective organization of educational and methodological work;
- improving the quality of the educational process on the basis of SCES, professional standards, and employers’ requirements;
- organization of quality monitoring of methodological support of the educational process;
- generalization and dissemination of best practices in the organization and improvement of educational and methodological work.

The main tasks of the АС
- development of educational programs, their structural elements (working curricula, learning outcomes) and documents defined by the rules of RI-ALT-33 «Regulations on the procedure for developing an educational program of higher and postgraduate education»
- analysis and implementation of the best international and domestic experience in the development of ЕP
- interaction with employers and other stakeholders to clarify the requirements for graduate competencies and assess the quality of their training
- making collegial decisions on the implementation or modification of ЕP components
- analysis and improvement of the content and redesign of the ЕP, taking into account the needs of the labor market.
Work plan of the Academic Committee for the 25-26 academic year
The chairperson of the STC is the Vice-Rector for Science and Collaboration. The personnel composition of the STC is reviewed by the Academic Council and approved by the order of the President-Rector of the University.
The main tasks of the STC are:
- Identifying promising scientific and technical directions for the University, assessing their alignment with the profile of specialist training and educational programs.
- Developing recommendations for the utilization of results obtained during research activities.
- Attracting academic and teaching staff, as well as the most capable students, master’s students, doctoral students, and young researchers, to conduct scientific research contributing to the development of science, technique and technologies.
- Identifying effective forms of integrating scientific and educational activities, enhancing the impact of scientific activities on the quality of specialist training.
- Analyzing and assessing the main results of scientific research conducted within the University, reviewing the outcomes of the research activities of University departments.
- Developing criteria and participating in the evaluation of the scientific and scientific-technical activities of the University and its interrelation with the educational process.
- Developing relevant proposals aimed at improving the mentioned areas of activity.
- Reviewing issues related to scientific and(or) scientific-technical and innovative activities of the University, generating proposals and recommendations for its improvement.
- Assisting in the implementation of priority directions in scientific, scientific-technical, and innovative activities of the Republic of Kazakhstan, as determined by the President and Government of the Republic of Kazakhstan.
- Reviewing and approving strategic and current plans for the scientific and innovative activities of the University.
- Examining the interaction of the University with other scientific organizations, higher educational institutions in the formulation and implementation of a unified state scientific and technical policy of the Republic of Kazakhstan.
- Studying and developing proposals for improving the scientific and experimental design work of the University.
- Facilitating the development of international cooperation in the field of scientific, scientific-technical, and innovative development of the University.
- Developing proposals to enhance the effectiveness of the scientific, scientific-technical, and innovative activities of the University.
- Providing assistance in training scientific personnel and enhancing the scientific qualifications of teaching staff.
