In the framework of SDG # 16: Peace, Justice and Strong Institutions on June 23, 2026 a roundtable discussion was organized on the draft of the new Constitution of the Republic of Kazakhstan. During the discussion, it was emphasized that the constitutional reform is aimed at building a just state and advancing the country to a new stage of development. The draft Constitution will be submitted to a nationwide referendum, and a Constitutional Commission was established to prepare the document.
The preamble of the Constitution highlights the principles of the unity of the people of Kazakhstan, the strengthening of statehood, the preservation of the country’s territorial integrity, the protection of human rights and freedoms, and the promotion of peace and harmony.
The main feature of the new Constitution is its emphasis on human rights. It establishes that the people of Kazakhstan are the sole source of state power. In addition, the Constitution includes provisions for the protection of citizens’ digital rights, the development of education, science, culture, and innovation, environmental protection, the preservation of the secular nature of the state, and support for traditional family values.
The draft also provides for the preservation of national culture and historical heritage, the creation of new state institutions, and the improvement of the political system in order to lay the foundation for the country’s long-term development.
It should be noted that the Constitution of the Republic of Kazakhstan will enter into force on 1 July 2026.
