In Mukhametzhan Tynyshbayev ALT University JSC the work on the employment of the worker begins even in the process of his training, which is aimed at production practice in a concrete organization – the preferred place for the future employment. Depending on the results of the production practice, the recommendations of the director of the production internship, its further location is either adjusted or left unchanged. This approach allows you to minimize the adaptive period, as well as enter young specialists in the collective.

In order to assist graduates in determining their future employment, various events are regularly held, such as job fairs, presentations, meetings and interviews with managers and successful business representatives, leading specialists from various sectors of the economy.

The work on ensuring the employment of young specialists is a factual employment of young specialists.

For young specialists who are trained in the University under the state educational order, there is a personnel promotion, which is carried out annually at the end of training. Distribution of graduates is carried out by a special commission for distribution in working places for enterprises and organizations that need specialists in this profile. The special commission includes employees of the University and heads of various organizations. The procedure of distribution of young specialists is carried out with the mandatory participation of representatives of staff of national companies, as well as enterprises, construction companies, project institutes, banks, financial and other organizations.  At the end of the meeting, young specialists are recommended by managers of production practices, laborers, employment and employment. Graduates, who have high educational achievements, actively participate in public life of the University, have the present at the future place of work.

An additional third-party package is regulated by the order of I. O. Minister of Science and higher education of the Republic of Kazakhstan from August 11, 2023 No. 403. “On approval of the Rules for sending a specialist to work, reimbursement of expenses incurred from budget funds, granting the right to independent employment, exemption from duties or temporary duties for work by citizens of the Republic of Kazakhstan studying on the basis of a state educational order”

STATE MEASURES TO PROMOTE YOUTH EMPLOYMENT

Today, within the framework of the Social Code of the Republic of Kazakhstan, graduates of the educational organization are provided with the following measures to promote employment.

Youth practice

To assist graduates in obtaining initial work experience in their profession (specialty), labor mobility centers (career centers) organize an employment promotion measure – youth practice for up to 12 months.

According to the Law of the Republic of Kazakhstan “On Employment of the population”, the participants of the youth practice identified unemployed graduates who completed educational institutions during the previous 3 years, and are not older than 29 years old.

According to the Resolution of the Government of the Republic of Kazakhstan dated June 15, 2023 No. 476 “On approval of the list of subsidized jobs, requirements for persons employed in subsidized jobs, the amount and timing of subsidizing their salaries”, participants in the youth practice identified unemployed graduates who completed educational institutions during the previous 5 years, and no older than 35 years.

Jobs for youth internships are created at enterprises and organizations of all forms of ownership. At the same time, the jobs must correspond to the profession (specialty) received by the graduate in the educational organization.

The monthly salary per month is 30 monthly calculation indices, taking into account taxes, mandatory pension contributions and other social contributions.

To participate in the youth practice, the graduate must apply to the career center at the place of residence with an application. Copies of the following documents are attached to the application:

An identity document or an electronic document from the digital document service (for identification purposes).

Work record (if available).

A document confirming the availability of technical and professional, post-secondary, higher and postgraduate education.

The First Workplace project

In order to increase the competitiveness of young people in the labor market and provide them with the necessary labor skills and adaptation at the first workplace, labor mobility centers (career centers) organize the employment of unemployed youth at the first workplace.

The organization of employment under the “First Workplace” project is carried out for the unemployed, first-time job seekers from among young people under 35 years of age who do not have work experience.

Jobs under the “First Workplace” project for graduates of educational institutions are created according to their profession (specialty) or related profession (specialty).

According to the “First Workplace” project, the employer, on the basis of an agreement with the labor mobility center, employs a participant for a period of no more than 18 months.

The amount of the subsidy per month from the local budget is 30 monthly calculation indices (including taxes, mandatory social contributions, compensation for unused work leave and banking services), excluding payments for environmental allowances.

To participate in the “First Workplace” project, the applicant must apply to the career center at the place of residence with an application. Copies of the following documents are attached to the application:

An identity document or an electronic document from the digital document service (for identification purposes).

A document of education (if available).

The Generational Contract Project

As part of the implementation of additional measures to promote employment for job seekers and unemployed persons, including graduates of educational organizations, labor mobility centers (career centers), at the request of employers, organize the employment of unemployed graduates of educational institutions in their profession (specialty) or related profession, followed by the replacement of an active employee who has reached retirement age.

According to the project “Contract of Generations”, the employer, on the basis of an agreement with the labor mobility center, employs a participant for a period of at least 6 months.

The amount of the subsidy per month from the local budget is 30 monthly calculation indices (including taxes, mandatory social contributions, compensation for unused work leave and banking services), excluding payments for environmental allowances.

To participate in the Generational Contract project, the applicant must apply to the career center at the place of residence with an application. Copies of the following documents are attached to the application:

An identity document or an electronic document from the digital document service (for identification purposes).
